This is a very common reported problem. You can create as many Packages as you wish, but they will not be displayed until you tell the system HOW MANY YOU WANT TO SELL ie Allocate the quantity you want to sell in the Allocation Screen.
Other potential causes are
The screen that displays the Packages was not refreshed (do a 'hard' refresh ie press ctrl and F5 together).
The package has been set to inactive in the Inventory/Packages screen.
There is no FUTURE Allocation ie The system does not see any availability for the package in the future, so does not display any for sale.
